· methodology and sources
obligated entities are commercial companies (OU, AS, TUH, UU, TU, SE) or non-profit associations (MTU, KU, SA) that were on the register (status R) on the reporting year's own filing deadline and are still present in the open data today (registered, in liquidation or in bankruptcy), and whose financial year can be determined from the registry card and has ended. sole proprietors (FIE) are excluded. an entity founded in the second half of a year counts as obligated for that year only if it has filed that year's report (extended first financial year, Accounting Act § 13 (2)).
the financial year start and end are taken from the currently valid financial year entry on the company's registry card. the reporting year is the Business Register's label: a financial year ending between January and June carries its starting year's label. the deadline is the financial year end + 6 months (Commercial Code § 179 (4)); a deadline falling on a weekend or public holiday moves to the next working day (General Part of the Civil Code Act § 136 (8)).
reports are divided into four groups: filed on time, filed late, date unknown, not filed. the groups partition the total count of obligated entities.
entities whose financial year start and end cannot be determined from the Business Register open data (mostly apartment associations with no financial year entry on their registry card) are shown as a separate count and are not counted as obligated. no deadline is computed for them.
entities fully struck off the register since a year's deadline are not counted: they are absent from both the obligated and the filed figures, whether or not they filed. the effect grows for older years, so the on-time shares for older years are likely overstated.
